State Duma finds it legal to deprive Gudkov of deputy mandate

The Duma committee for the monitoring of the reliability of information on MP incomes passed a statement on to the State Duma recommending the early termination of deputy Gennady Gudkov, as reported by Gazeta.ru parliamentary correspondent.

Gennadiy Gudkov is a MP from the opposition party "Just Russia", but when the protest movement broke out in Moscow last December, he decided to start protesting too. The authorities felt they should take action against him for not holding the party line. Shortly afterwards, some set undiscovered property of Gudkov was found in Bulgaria (deputies in Russia are not allowed to have property in other countries), he also was accused of conducting illegal businesses (deputies in Russia are not allowed to own businesses), his familiy security company was deprived of license for arms, and so on. But the authorities could not start a criminal case against Gudkov, because he has MP immunity. And as long he has his MP mandate, he will have that immunity. Today the State duma committe voted on the legality of depriving him of his mandate.

Six members of the committee voted in favor, from United Russia and the Liberal Democratic Party. Five voted against, from the Communist Party and 'Fair Russia. United Russia's Boris Reznik abstained.

Vladimir Vasiliev had earlier suggested the statement as a solution to the problems, saying  "I do not see any other way for our committee,"  at a meeting of the parliamentary committee that checks MP income and assets.
As stressed by Vasilev, the material received by the State Duma of the Prosecutor General and the committee, "suggests that Gennady Gudkov did not comply with the restrictions and prohibitions imposed by law on the status of deputy, and there are reasons to put forward the issue of his termination."
According to him, the commission, is not solving the issue, it is the responsibility of the State Duma. As explained by Vasiliev, the commission shall apply to the Speaker, who will take the matter to the Council of the Duma and then the plenary.
According to Vasilyev, it will be difficult to take a decision, but it will have to be done if they are to follow the intention to "move in the direction of the rule of law."
He drew attention to the fact that the materials received by the State Duma from the investigating authorities indicates Gudkov's violations happened, not only when he was a member of the previous convocation, but also in the period of execution of the current powers of the deputy of the State Duma, the sixth convocation.
